Gibson supports the proposal, but said it is an admission the stimulus bill "didn't work to create jobs." Obama signed the American Recovery and Reinvestment Act in February 2009, while Murphy was running for office the first time. He campaigned on it heavily. "Despite spending $863 billion of our tax dollars now they're calling for a do-over 18 months later," Gibson said Tuesday in a written statement, when asked his opinion on the tax credit. He also said it was more evidence "Congressman Murphy and others are trying to engineer job creation out of Washington."
